The Lands Regulations (Community and Strata Titles) Amendment Regulations 2025 (Amendment Regulations) amended the Strata Titles (General) Regulations 2019 (STGR) in 2025.
The Amendment Regulations came into effect on 30 October 2025.
From that date, all strata industry professionals became subject to updated education, qualification and experience requirements, with some changes supported by a two-year transition period.
The reforms aim to deliver:
- More consistent and accountable strata management services
- Increased knowledge and professionalism, across increasingly complex strata schemes
- Clearer roles, responsibilities and expectations for strata management professionals and the communities they support.
The changes took effect on 30 October 2025, with transitional arrangements for some requirements. New educational qualification and industry experience requirements will apply from 1 November 2027.

If you are working as a strata community manager immediately before 1 November 2027, transitional arrangements apply. You will be taken to meet the experience requirement while you accumulate the required one year of experience, up to 1 November 2028.

The above requirements are supported by a two year transitional period and come into effect 1 November 2027.
I met the former regulations’ educational qualifications for a designated person. Do I need to meet the new educational qualification requirements?
If you were working in the industry immediately before 30 October 2025 and you met the previous education qualifications for a designated person set out in Schedule 4 Clause 3 of the former regulations, you are subject to a savings provision.

Experience Requirements
Are there industry experience requirements for an assistant strata community manager?
No. The STGR do not prescribe an industry experience requirement for an assistant strata community manager.
People in a volunteer strata manager role are exempt from the prescribed educational qualifications.
Scenarios
The scenarios provided below are a guide for those working in, or seeking to join, the industry to help understand the new requirements. The information covers the following roles: principal, strata community manager, assistant strata community manager, a strata company, volunteer strata manager, and someone who works as a director/partner in a strata management business.
“I was working as a principal or designated person immediately before 30 October 2025 and I met the prescribed educational qualifications under the former regulations.”
As you were working in the industry as a principal or designated person immediately before 30 October 2025 you are subject to a savings provision. This means that if you met the required education qualifications under Schedule 4 Clause 3 of the former regulations, you are taken to meet the current educational qualifications for a principal, strata community manager or assistant strata community manager as the case requires (regulation 97A).
“I was working as a principal or designated person immediately before 30 October 2025 and I did not meet the prescribed educational qualifications under the former regulations”
If you were working in the industry as a principal or designated person immediately before 30 October 2025 but did not meet the prescribed educational qualifications under the former regulations, you are not subject to the savings provision. This means you must meet the current educational qualifications for a principal, strata community manager or assistant strata community manager as the case requires (regulation 97A).
Experience Requirements
‘I was working as a principal or strata community manager immediately before 1 November 2027.”
If you are working as a principal or strata community manager immediately before 1 November 2027, transitional arrangements apply.
You will be taken to meet the relevant experience requirement while you accumulate the required experience:
- principals have until 1 November 2029 to accumulate two years of industry experience; and
- strata community managers have until 1 November 2028 to accumulate one year of industry experience.
This allows people already working in these roles to continue doing so while they accumulate the required industry experience.
“I am a practicing lawyer in WA, a licensed real estate agent, or hold the following qualifications:
- CPP40307 Certificate IV in Property Services (Real Estate); or
- CPP40611 Certificate IV in Property Services (Operations); or
- CPP41419 Certificate IV in Real Estate Practice or superseding qualification;
and I was NOT working in the industry immediately before 30 October 2025”
As you hold these qualifications you are considered a qualified person. This is a defined term in the regulations that does not mean the same thing it does in the dictionary.
In the regulations, a qualified person means:
(a) an individual who holds a licence as a real estate agent under the Real Estate and Business Agents Act 1978 or who has obtained the necessary qualifications to hold that licence; or
(b) a local legal practitioner; or
(c) an individual who holds a CPP40307 Certificate IV in Property Services (Real Estate); or
(d) an individual who holds a CPP40611 Certificate IV in Property Services (Operations); or
(e) an individual who holds a CPP41419 Certificate IV in Real Estate Practice or superseding qualification;
Because you satisfy the definition of a qualified person your educational qualification requirements under the regulations are different to someone who is not a qualified person.
A principal who is a qualified person:
- Will need to complete 6 units in the Certificate IV in Strata Community Management.
A strata community manager who is a qualified person:
- Will need to complete 6 units in the Certificate IV in Strata Community Management.
An assistant strata community manager who is a qualified person:
- Not later than 2 years after commencing employment or engagement as an assistant strata community manager, have completed 4 units in a Certificate IV in Strata Community Management.
Experience Requirements
“I am a qualified person, and I was working in the industry as a principal or strata community manager after 30 October 2025 and prior to 1 November 2027”
If you are working as a principal or strata community manager immediately before 1 November 2027, transitional arrangements apply. You will be taken to meet the relevant experience requirement while you accumulate the required experience:
- principals have until 1 November 2029 to accumulate two years of industry experience.
- strata community managers have until 1 November 2028 to accumulate one year of industry experience.
“I am a qualified person, and I am entering the strata industry as a principal or strata community manager after 1 November 2027.”
If you enter the industry from 1 November 2027, you must meet the prescribed industry experience requirements before operating as a principal or strata community manager:
- a principal must have at least two years of industry experience.
- a strata community manager must have at least one year of industry experience.
Industry experience is defined in regulation 97B of the STGR.
“I do not meet the criteria of a qualified person in the regulations and I was not working in the industry immediately before 30 October 2025”
If you do not meet any of the criteria under the regulations' definition of qualified person then your educational qualification requirements are set out below and can be found at regulation 95 of the Strata Titles (General) Regulations 2019:
Principal - You must hold a full and completed Certificate IV in Strata Community Management OR a Diploma of Property (Agency Management - Strata).
Strata community manager - You must hold a complete Certificate IV in Strata Community Management.
Assistant strata community manager - Not later than 2 years after commencing employment or engagement as an assistant strata community manager, you must have completed 6 units in a Certificate IV in Strata Community Management. If you wish to progress into the full responsibilities of a strata community manager or be a principal, you will need to complete the Certificate IV in Strata Community Management or in the case of a principal, a Diploma of Property (Agency Management – Strata).
Experience Requirements
“I do not meet the criteria of a qualified person in the regulations, and I commenced working in the industry as a principal or strata community manager after 30 October 2025 and prior to 1 November 2027”
If you are working as a principal or strata community manager immediately before 1 November 2027, transitional arrangements apply. You will be taken to meet the relevant experience requirement while you accumulate the required experience:
- principals have until 1 November 2029 to accumulate two years of industry experience
- strata community managers have until 1 November 2028 to accumulate one year of industry experience.
You are still required to hold the prescribed educational qualifications outlined above.
“I do not meet the criteria of a qualified person in the regulations, and I am entering the strata industry as a principal or strata community manager after 1 November 2027.”
In addition to holding the prescribed educational qualifications outlined above, if you enter the industry from 1 November 2027, you must meet the prescribed industry experience requirements before operating as a principal or strata community manager:
- a principal must have at least two years of industry experience.
- a strata community manager must have at least one year of industry experience.
Industry experience is defined in regulation 97B of the Strata Titles (General) Regulations 2019.
“I hold a Certificate IV in Strata Community Management, but it has since been superseded. Am I qualified to be a strata community manager?”
To be a strata community manager you must hold a Certificate IV in Strata Community Management unless you are a qualified person (see Scenario 2) or met the former prescribed educational qualification requirements.
The Strata Titles (General) Regulations 2019 have been updated to remove unit numbers from the definition of the Certificate IV. The Certificate IV’s definition has been future proofed and now means either the current CPP40521 Certificate IV in Strata Community Management in the Vocational Education and Training National Register as at the date of this Guideline, or a qualification that was directly or indirectly superseded by CPP40521(regulation 95).
If you hold a Certificate IV in Strata Community Management that was directly or indirectly superseded by CPP40521, you satisfy the prescribed educational qualification requirements for a strata community manager or a principal.
Experience Requirements
“I hold a Certificate IV in Strata Community Management that has since been superseded, and I was working in the industry as a principal or strata community manager immediately before 1 November 2027”
If you are working as a principal or strata community manager immediately before 1 November 2027, transitional arrangements for experience requirements apply. You will be taken to meet the relevant experience requirement while you accumulate the required experience:
- principals have until 1 November 2029 to accumulate two years of industry experience.
- strata community managers have until 1 November 2028 to accumulate one year of industry experience.
The industry experience requirements do not change the educational qualification requirements outlined above.
“I hold a Certificate IV in Strata Community Management that has since been superseded, and I am entering the strata industry as a principal or strata community manager after 1 November 2027.”
If you enter the industry from 1 November 2027, you must meet the prescribed industry experience requirements before operating as a principal or strata community manager:
- a principal must have at least two years of industry experience.
- a strata community manager must have at least one year of industry experience.
Industry experience is defined in regulation 97B of the Strata Titles (General) Regulations 2019.
The industry experience requirements do not change the educational qualification requirements outlined above.
“I manage or am a Director/Partner of a Strata Management Business. What are my business’ obligations?”
A strata management business has certain obligations under the new regulations from 1 November 2027.
From this date, a strata management contract must provide a warranty that each of the strata manager's principals, strata community managers and assistant strata community managers meet their prescribed educational qualifications as applicable and the strata manager must ensure that its principals, strata community managers and assistant strata managers satisfy their prescribed educational qualification for the duration of their strata management contract (regulation 97).
A strata management business must also provide evidence to the strata company if requested in writing.
Education Qualifications – Implications for Contracts
The educational qualifications do not take effect until 1 November 2027. Strata manager contracts entered into before that time do not need to warrant that the educational qualifications are met by principals, strata community managers and assistant strata community managers.
However, a new contract entered into before 1 November 2027 must indicate:
a) That by the end of 31 October 2027, the strata manager is required by law to ensure each principal, strata community manager or assistant strata community manager working for the strata manager holds the prescribed educational qualifications.
b) Whether at the time of entering into the contract, each principal, strata community manager and assistant strata community manager holds the prescribed educational qualifications or not.
c) If the duration of the strata manager contract extends beyond 31 October 2027, specify that:
- i. On and after 1 November 2027, the strata manager must warrant that each principal, strata community manager and assistant strata community manager will hold the required educational qualifications;
- ii. On or after 1 November 2027 and for the remainder of the strata management contract, the strata manager must continue to ensure that each person who is a principal, strata community manager or assistant strata community manager holds the prescribed educational requirements; and
On or after 1 November 2027, the strata manager must, on written request of the strata company, provide evidence to the strata company that each principal, strata community manager or assistant strata community manager holds the prescribed educational qualifications. (Regulation 182).
Experience Requirements – Implications for contracts
The industry experience requirements are subject to transitional arrangements. A principal or strata community manager working in the industry immediately before 1 November 2027 will be taken to meet the relevant experience requirement while they accumulate the required experience:
- principals have until 1 November 2029 to accumulate two years of industry experience.
- strata community managers have until 1 November 2028 to accumulate one year of industry experience (regulation 97D).
A strata manager must also warrant through the strata management contract that principals and strata community managers meet the prescribed industry experience requirements. The warranty requirement does not apply to contracts entered into before 1 November 2027 (regulation 97E).
From 1 November 2027, a strata management contract must provide that:
- the strata manager warrants that each principal or strata community manager satisfies the prescribed experience requirements, and
- the strata manager will ensure that the prescribed experience requirements will continue to be met by each principal or strata community manager throughout the duration of the strata management contract (regulation 97C).
From 1 November 2027, a principal or strata community manager who is taken to meet the experience requirements under the transitional arrangements can be warranted as meeting those requirements.
A principal or strata community manager entering the industry from 1 November 2027 who is not covered by the transitional arrangements must meet the prescribed experience requirements and can therefore be warranted accordingly.
“I am part of a Strata Company. What do I need to know about our contract with a strata management business?”
The new regulations have introduced updated education qualifications for strata industry professionals.
Strata managers must ensure that their staff meet these requirements in their contracts with the strata company.
Warranties for Education Qualification Requirements
The educational qualification requirements listed at regulation 95 of the Strata Titles (General) Regulations 2019 do not take effect until 1 November 2027. Strata manager contracts entered into before that time do not need to warrant that the education qualifications are met by their staff.
However, they will need to be updated by 30 October 2026 to meet certain conditions listed at regulation 182(3).
These conditions are:
a) That by the end of 31 October 2027, the strata manager is required by law to ensure each principal, strata community manager or assistant strata community manager working for the strata manager holds the prescribed educational qualifications.
b) Whether at the time of entering into the contract, each principal, strata community manager and assistant strata community manager holds the prescribed education al qualifications or not.
c) If the duration of the strata manager contract extends on or after 1 November 2027, specify that:
- i. On or after 1 November 2027, the strata manager must warrant that, each principal, strata community manager and assistant strata community manager will hold the required educational qualifications;
- ii. On and after 1 November 2027 and for the remainder of the strata management contract ensure that each person who is a principal, strata community manager or assistant strata community manager continues to hold the prescribed educational requirements ; and
- iii. On and after 1 November 2027, the strata manager must, on written request of the strata company, provide evidence to the strata company that each principal, strata community manager or assistant strata community manager holds the prescribed education qualifications.
Commencing 1 November 2027, a strata management business must warrant that each of their staff meet their prescribed educational qualifications as applicable for the duration of their strata management contract (regulation 97).
A strata management business must also provide evidence to the strata company upon written request.
Warranties for Industry Experience Requirements
A strata manager must warrant through the strata management contract that principals and strata community managers meet the prescribed industry experience requirements.
This warranty requirement is subject to a transitional period and does not apply to contracts entered into prior to 1 November 2027 (regulation 97E).

The following definitions are to help you understand some of the technicalities that align with the new education requirements.
principal, in relation to a strata manager, means —
(a) if the strata manager is an individual —
(i) each agent, employee or contractor of the strata manager to whom the strata manager has assigned responsibility for ensuring the performance of the authorised scheme functions in accordance with the strata management contract; or
(ii) if there is no such agent, employee or contractor, the strata manager; and

Industry experience means experience gained as a principal, agent, employee or contractor of a strata manager or a scheme manager, carrying out duties relating to the management of a strata titles scheme or a community titles scheme, other than –
- repairing, maintaining, renewing, replacing, altering or improving the common property or any personal property owned by a strata company or a community corporation; or

For example, the actions of obtaining quotes for and contracting an electrician to do electrical work for a strata titles scheme may constitute industry experience, however undertaking the actual electrical work on a strata titles scheme does not.
Other examples of things that constitute industry experience include preparing agendas for strata company meetings, facilitating strata company meetings, responding to queries from strata owners, facilitating development of 10 year plan, keeping the strata company records, arranging strata company insurance, managing the strata company’s finances.
strata community manager, in relation to a strata titles scheme, means an individual —
