2004~2009
Project managing and implementing the Swedish International Development Cooperation Agency funded Strengthening Environmental Management and Land Administration Program (SEMLA) program with Ramboll Natura. The SEMLA program assists the Ministry of Natural Resources and Environment (MoNRE) in making key reforms to environmental management and the administration of land information in Vietnam. Landgate is a 50% joint venture partner in the Consultant Consortium which provides consulting services to the SEMLA Program. Landgate’s role is to provide land administration and land information system expertise.

Landgate International is providing tailored professional training to staff from MoNRE and the Ministry of Agriculture and Rural Development (MARD) in Forest Monitoring using satellite imagery under the AusAID Australian Leadership Awards Fellowship program.

Landgate International is providing tailored work placement and professional training to staff from the Vietnamese MoNRE and the Ministry of Construction in the administration of land information under the AusAID Australian Leadership Awards Fellowship program.

Landgate International provided consultants to assist MoNRE with Human Resources Development, Institutional Reform and Project Management.

Provided MoNRE with a Geodetic consultant to review the Global Positioning System (GPS), Continuously Operating Reference System (CORS) network, and prepare an implementation feasibility report.

Landgate International provided a consultant to the Forest Protection Department of MARD to conduct training in operating a satellite receiving station.

Provided MARD staff with a tailored professional training program in managing a satellite remote sensing centre to monitor and control forest fires and other disaster management tools, under the AusAID Australian Leadership Awards Fellowship program.

2008~current
Under AusAID funding Landgate International is project managing and implementing the FireWatch Indonesia: Building Fire Monitoring Infrastructure and Strengthening the Capacity of the Indonesian Government to Monitor Fires project. The project aims to increase Indonesia’s capacity to design and implement a fully operational FireWatch web based system (Indofire). This system will provide early detection of fire hotspots across the whole of Indonesia. It will also provide a platform for the storage of archived fire impact data, along with the dissemination of data from multiple sources that will facilitate the sharing and use of spatial information in preparing strategy and policy. This project includes further capacity building through specific training and consultation with stakeholders to ensure long term sustainability.

Provided professional training to 14 Indonesian Government Agencies (representing the National Spatial Data Network Committee) in current best practice spatial data infrastructure under the AusAID Australian Leadership Awards Fellowship program.

Provided consultancy services to the Norwegian Agency for Development Cooperation funded Banda Aceh Spatial Information and Mapping Centre project.

Provided consultancy services to the Asian Development Bank funded Earthquake and Tsunami Emergency Support project in Aceh.

Landgate International project managed and implemented the AusAID funded Monitoring and Managing Wild Fires in Indonesia – Phase Two project, designed to provide the Indonesian Ministry of Forestry and the Ministry of Environment (and other Indonesian agencies and provincial departments) with the capability to monitor and strategically fight forest fires in Indonesia using satellite remote sensing technology.

Provided work placement and professional training to staff from the Ministry of Forestry and the Indonesian Space Agency (LAPAN) in how to develop and manage an online fire mapping web delivery system under the AusAID Australian Leadership Awards Fellowship program.

Project managed and implemented the AusAID funded Monitoring and Managing Wild Fires in Indonesia project, designed to provide the Indonesian Ministry of Forestry and the Ministry of Environment with the capability to monitor forest fires in Indonesia using satellite remote sensing technology.

Landgate International is provided tailored work placement and professional training to staff from the Hunan and Zhejiang Provincial Departments of Land and Resources in the administration of land information.

Provided consultancy services to assist the Government of Mauritius with various aspects of the Request for Proposal (RFP) for the Land Administration and Valuation Information Management System (LAVIMS).


2007
Re-scoped the Land Administration Management System (LAMS) project to include a revaluation of Mauritius, resulting in the (LAVIMS) project.

Provided consultancy services to design the LAMS project.

2005
Provided consultancy services to assess the current land administration situation and identify the potential institutional, legislative processes and policy reforms to the land management sector.



2009~Current
Engaged by the Emirate of Abu Dhabi’s Department of Municipal Affairs (DMA), Landgate International supplied a Senior Addressing Policy Consultant to:

1.Assess the current practices in the three municipalities of Abu Dhabi and other emirates of the United Arab Emirates (UAE)
2.Identify the gap with respect to local, regional and international successful practices
3.Recommend standardised and unified Street, Plot, and Property addressing system for Abu Dhabi
4.Produce standards and specifications for the proposed addressing system including data and database specifications suiting to DMA Geospatial Data Framework and the for address signage matching to cultural aspect of the UAE
5.Get approval for item iii) and iv) from the appropriate authority decided by the DMA
6.Provide trainings and user orientations materials and mechanism for educating different levels of people on new addressing system
7.Provide strategies and mechanisms for private party partnership for commercialising addressing system through collaborating with GPS service providers, street directories with tourist guidance and other marketing information
8.Provide strategies and mechanisms for compliance monitoring


2009~Current
Following the initial scoping assignment with Reem Finance PJSC, Landgate International was appointed, on behalf of their Joint Venture with Bunya LLC, to compile the proposed Functional Specification Report, a formal report and project proposal including recommendations on the methodology to design, develop and implement a property registry system/solution on Al Reem Island. This report comprised of:

1.High level description of the proposed computer system
2.Outline how the registry would operate including any limitations necessary
3.Document major workflows and a conceptual data model
4.Legal issues to be considered by the Principal
5.A draft development plan including options as to how the system could be developed
6.A strategy to progress the development in accordance with stakeholder needs

This assignment was completed by a team of senior land administration experts assigned by Landgate International including the Western Australian State Registrar, Senior Land Administration Consultant, System Architect, Data Designer, Business Process Consultant and Senior Commercial / Technical Consultant.


2008
In November 2008, Landgate International completed a short term consultancy assignment for Reem Finance PJSC an Abu Dhabi company scoping the proposal to develop a property registry solution.

The scoping assignment provided high level context for the proposed property registry, business operation model and system architecture. The mission also confirmed the technical viability of the proposal and further proposed preparation of a Functional Specification Report to progress development of the registry solution for Al Reem Island.


2006~2008
Landgate International provided a Satellite Remote Sensing expert to the Abu Dhabi Soil Survey project to develop a satellite based soil map of Abu Dhabi.

With SAGRIC International undertook the Land Titling and Related Services project.

With Land Equity International Pty Ltd, undertook the Philippines Australia Land Administration and Management Project and provided a Land Valuation Simulation adviser.

With BHP Engineering undertook the project preparation stage of the World Bank Land Administration and Management Project to design a 3 year Learning Innovation Loan project to support the modernisation of the Philippine’s land administration system.
